What is EUDR?
The EU Deforestation Regulation (EUDR) is a new law aimed at preventing deforestation and forest degradation linked to products sold in or exported from the EU. Starting December 30, 2025, companies must prove their goods are deforestation-free and legally sourced. This regulation helps protect global forests, reduce greenhouse gas emissions, and safeguard biodiversity by ensuring responsible trade and sustainable supply chains.

Operators (Import/Export)
If you place relevant commodities or products on the EU market or export them from the EU, you are considered an Operator. You must establish a due diligence system as outlined in the regulation, ensuring that your products are deforestation-free and comply with applicable laws. This involves implementing procedures and measures to verify sourcing compliance.
Operators must:
Gather detailed supply chain information.
Assess risks of non-compliant supply chains.
Take necessary actions to mitigate identified risks.
Ensure products are deemed negligible risk before placement on the EU market or export.
Publicly report their due diligence efforts annually.

Domestic Operators
Domestic operators are those placing relevant products on the EU market that have already been:
Produced (e.g., cattle, soy) within the EU.
Harvested (e.g., wood) from within the EU.
For specific commodities:
Wood products – The operator is the entity harvesting standing timber within the EU, whether conducting the work directly or outsourcing it, and making the wood available on the market.
Cattle and soy – The operator is the entity selling these products on the EU market for the first time.
While domestic operators do not manage supply chains, they must still conduct due diligence on their own operations to ensure products are deforestation-free and comply with national laws.

Downstream Operators
Downstream operators are EU-based manufacturers placing new products on the EU market for the first time.
Micro, small, and medium-sized (SME) downstream operators have simpler requirements. They are not required to conduct due diligence on products that have already undergone due diligence and have a submitted statement. However, they must obtain and provide previous due diligence statement reference numbers upon request.
Non-SME downstream operators have stricter obligations. They must first verify that proper due diligence was conducted on previously assessed products. If confirmed, they may reference existing due diligence statements in their own submissions.

Traders
Traders under EUDR are businesses that buy and sell relevant products already placed on the EU market.
Micro, small, and medium-sized enterprise (SME) traders have minimal requirements. They must collect, store, and provide supply chain information upon request.
Non-SME traders must conduct full due diligence, ensuring products are deforestation-free and legally sourced before selling them.
SMEs focus on record-keeping, while larger traders must actively verify compliance, making them more accountable under EUDR rules.

EUDR compliance requires comprehensive supply chain mapping and farm management, ensuring all suppliers and farms are identified. Accurate geolocation data is essential, with polygons needed for farms over 4 hectares and GPS coordinates at 6-decimal accuracy. Farm Data Collection
EUDR compliance requires precise farm data collection, including GPS coordinates, polygon mapping, and legal surveys to inform risk assessments. A completed risk assessment is mandatory for the due diligence statement, with the EU conducting spot checks based on country risk levels.

EUDR Due Diligence Statement
The ultimate goal of EUDR compliance is submitting a due diligence statement to the EU TRACES system upon entry. This requires providing geo-coordinates for all farms in the batch in GeoJSON format, with a size limit of 25 MB (approximately 30,000 polygons).

What is the purpose of Country Benchmarks?
The European Commission will create a centralized database of country risk assessments, known as “country benchmarks,” to simplify due diligence and enforcement. Countries will be classified as low, standard, or high risk based on their deforestation link. Operators sourcing from low-risk countries will follow a simplified due diligence process but must still ensure their supply chains remain free from non-compliant products.
When will the Country Benchmarks be available?
The country benchmark list, outlining risk levels for enforcement, is scheduled for publication by June 30, 2025. High-risk countries will face stricter monitoring, while low-risk ones will have a more streamlined approach.
What are the application dates for EUDR compliance?
Following postponement of the EUDR implementation, the new application date for all operators and traders is December 30, 2025. For micro and small businesses established before December 31, 2020, compliance starts on June 30, 2026, except for wood products under the EU Timber Regulation (EUTR), which remain subject to the December 30, 2025 deadline.
Is packaging affected by the EUDR compliance requirement?
No, packaging materials used solely to support, protect, or carry a product are exempt from EUDR compliance, regardless of their CN code. This includes paper and cardboard packaging (e.g., CN 4819). User manuals are also exempt unless sold separately.
What does deforestation-free mean?
Under the EUDR, deforestation-free means that products must not come from land deforested after December 31, 2020 and must comply with local production laws. Deforestation is defined as converting forests to agricultural use, whether human-induced or not. For wood-containing products, an extra requirement applies: the wood must be harvested without causing forest degradation after the same cut-off date.
What does forest degradation mean?
The EUDR defines forest degradation based on FAO standards, referring to structural changes in forest cover. This includes converting primary or naturally regenerating forests into plantation forests, other wooded land, or planted forests.Additionally, compliance with production laws is assessed across eight key legal categories, covering:
- Land use rights
- Environmental protection
- Forest management and biodiversity conservation
- Third-party rights
- Labor rights
- Human rights under international law
- Free, prior, and informed consent (UN Declaration on Indigenous Rights)
- Tax, anti-corruption, trade, and customs regulations
